1-chapter. General regulations

A. “Abylai khan” Debate Club is a freely organized student community. This community is designed for building leadership, oratory and organizational skills in students’ character.

B. “Abylai khan” Debate Club is a full-member of the Kazakh Abylai khan University of International Relations and World Languages’ Committee on youth occupation.  

2-chapter. Aims and duties of the Debate Club

A. “Abylai khan” Debate Club is designed for developing the parliamentarism and creating critical thinking among students

B. Duties of “Abylai khan” Debate Club:

­- to develop appropriate, rhetoric and oratory speech skills

- to develop critical and logical thinking together with organizational habits

- to establish a relation with students of other High Educational Institutions.

3-chapter. Strategy of the Debate Club

A. “Abylai khan” Debate Club’s stuff include the head (the most active members) and club members

B. The head (the most active members):

·        President  

·        Vice-President

·        Coordinator of Kazakh league

·        Deputy of Coordinator of Kazakh league

·        Coordinator of Russian league

·        Deputy of Coordinator of Russian league

·        Coordinator of English League

·        Deputy of Coordinator of English League

C. The hierarchy between the head and members of the Club is accomplished according to the following scheme:

 Duties of the head of the club:

·           President –  the leader of the club, organizes the club sessions and proposals new ideas, coordinates the club activity with the administration of the university, affirms the stuff of the club, distributes the quote among members;

·           Vice-President – the deputy of the President, in the case of absence of the President executes all President’s duties;

·           Coordinators of leagues responsible for readiness and willingness of his league members and for their duties;

·           Deputies of coordinators of leagues responsible for readiness and willingness of his league members and in the case of absence of the Coordinator of league executes all Coordinator’s duties.

4-chapter. Session of the Debate club

- Session of the Debate club starts and ends together with educational term, once a week except winter vacations: Kazakh league: Friday; Russian league: Tuesday and Thursday; English league: Wednesday.

The session can be cancelled due to the  holidays and some important dates.

- The location of a session is 116 room of 1^st building 

- During the session, the current activity and condition of the club are discussed and various training games and seminars about the debate are conducted.

- The Head of the club is responsible for any kind of club organization and its members activity.

- Extra club session is held only by Presidents order and members of the club must be informed about the extra sessions a day before the session. 

- In the case of necessity the location of the session can be changed.

- The participation of other individuals should be permitted by the President.

5-chapter. Membership of the Debate club

- Only student of Kazakh Abylai khan University of International Relations and World Languages can be the member of the club.

- Leaving the membership of the club can be executed by the head of the club.

6-chapter. Rights and duties of the Debate club members.

A.“Abylai khan” Debate club members are responsible for any hold tournament in front of the University administration:

- have right to elect the president and be elected;

- to express their idea and opinion according to the activity of the club;

- have right to be informed about the current activity of the club.

B. Debate club members:

­- to carry out of points of the regulation

- to fulfill actively all duties of the club

- to execute all needs of the head of the club.

7-chapter. Principles of tournament organization.

A. “Abylai khan” Debate club organizes various tournaments of different types and on different themes. Despite this tournaments club organizes traditional tournaments too.    

· University tournament for first year students as a presentation;

· Kazakh Abylai khan University of International Relations and World Languages’ Rectors Cup Tournament;

·  Abylai khan Cup Tournament

B. During the tournament holding the staff of the club acts as organizing committee.

C. Date, Location and program of the tournament is affirmed by the President and responsible for any activity of the club members.

D.Leader of the organizing committee is appointed by the administration of the University  

8-chapter. Principles of choosing tournament. 

A. For taking part in city tournament:

· coordinators of league distribute the place according to the quote to any team of the league.

· coordinators of league render to the President the list of the team.

B. For taking part in Republic and international tournament:

· coordinators of league distribute the place according to the quote to experienced team of the league.

· coordinators of league render to the President the list of the team.
