On April 28, 2026, at 11:00 AM, an online meeting was held via Microsoft Teams for graduating students of 2026 with representatives of JSC “Financial Center” of the Ministry of Science and Higher Education of the Republic of Kazakhstan. The speaker, Gulnar Maidanovna Sarsembayeva, provided a detailed explanation of issues related to the mandatory work obligation under the state educational grant.

During the meeting, the key provisions of the current legislation regulating the fulfillment of obligations by graduates who studied under state funding were discussed. Particular attention was paid to recent changes regarding the mechanism of exemption from the mandatory work requirement through enrollment in a master’s program: it was clarified that only a deferment is granted at the initial stage, while the possibility of full exemption is considered upon completion of studies.
It was also emphasized that exemption from the mandatory work obligation is only possible upon completion of a master’s degree within the territory of the Republic of Kazakhstan. In addition, the functions of the JSC “Financial Center” of the Ministry of Science and Higher Education of the Republic of Kazakhstan in monitoring and ensuring compliance with these obligations were outlined.

At the end of the meeting, students had the opportunity to ask questions regarding employment procedures, сроки and conditions of the mandatory work requirement. The speaker provided comprehensive answers and highlighted the importance of responsibly fulfilling state obligations.
